Cause
If StruxureWare does not have the proper SNMP Write community name, it will be unable to send the proper set command to turn off the outlet(s).

In other cases, some rPDU's that support controllable outlets have a feature that prevents turning on outlets if the device is in a warning or critical overload/near overload state.

Resolution:

In these instances, StruxureWare will send the set command down to the device. StruxureWare has no knowledge of the turn on restriction. The card then receives the SNMP command and it either does or does not turn on the outlet(s). So it is working as expected, it's just that the server can't report back to the user that the outlet command was successfully accepted, but NOT applied due to the outlet overload restriction. This is in part due to the fact that SNMP is a UDP protocol.
